Sort of but not really. At a basic level, yes, it allows for SNES games to have CD audio and FMV, which is what the SNES CD would be able to do. But MSU1 is also way more capable, allowing data streaming and storage up to 2GB. The Killer Instinct Arcade patch shows just what MSU1 is capable of. A CD system can't just blast data in that way.

I don't know what Ben Heck's arrangement was. It sounds like the guy just plain trusted him to crack it open. Not a bad bet given who Ben Heck is. Plus he made the rounds in the convention circuit before the auction, letting people play the thing. I'm sure he enjoyed the 15 minutes of fame but it was still a cool thing to do. His only mistake was trusting Heritage Auctions. They're currently being sued from what I understand. They probably poured honey into his ear that whatever offers he was getting would be multiplied if he went through them instead. They're complete trash.
