All I want are PC ports of DOA 1 & 2 Ultimate, DOA 3, 4 and Xtreme beach volleyball.
Is that too much to ask for? I don't want to have to buy an xbox just for DOA.

I also wish the same would eventually happen, but it can't happen without decomp. Namco doesn't even port SoulCalibur 2 despite having a 360 port. Maybe if people push for it, it could happen, but I don't know.
There might also be the issue with Itagaki for Ninja Gaiden. It is likely they lied on losing source code for Ninja Gaiden Black and Original 2 for various resins. I prefer Sigma versions to extend, but whatever that's not the discussion.

Its bullshit but its just greedy companies holding onto IP's and exclusivity (plus a lot of this shit was made and probably source code: location unknown). The real problem with software from that era as well as era's before, is preservation and desire to preserve. Companies that looked for short-term profits or saw the Xbox as a failure for their software IP's aren't going to resuscitate or port anything to anywhere because to them its like a ship floundering in the Ocean with a skeleton crew unlikely to make it to the closest shoreline. It just doesn't matter to them unless the Ship has some fucking gold on it. Terrible analogy aside, I would just wait for emulation to catch up- as hardware improves (as well as AI) then I wold imagine perfect Xbox emulation should be attainable within the decade.

If you're limited to putting the game on Steam because no console manufacturer would allow an unrated game on it's platform that effectively makes CERO mandatory for anything but the most niche games. Nothing with a budget worth a damn could afford to limit itself like that, least of all a major 3D fighting game like DOA. The better option would be to not release it in Japan at all and hope American and European sales make up for it since the ESRB and PEGI are more open to nudity in M rated games. But I can't think of any Japanese companies that will tell their own territory to fuck off like that.

I do appreciate that Xbox backwards compat allows you to play DoA 2 U at 4K60.
It's a shame PC emulation still isn't there yet. I played a bunch of hours of DOA2U last month with my brother -- I have a 7800x3d but half the stages flat out are not playable on xemu due to horrendous frame drops no matter the settings.

No idea what their excuse was for DOA Extreme 2 but other than having way too much titties in it, it's also a special game on the 360. It's one of the few titles that don't support installing to the hard drive so they'd probably have to do a lot of work on the official emulator to make it happen.

The most likely reason DOA XBV 1 and 2 never made it is that both those games have a significant amount of licenced music. DOA 3, 2U and 4 only have the Aerosmith tracks so it was likely easier to get a clearance from one record label and band for those three games while with XBV you had about 20 tracks from different artists on each game.

Microsoft said they also didn't get a few games they wanted in the BC program like Burnout 3, Jet Set Radio Future and Outrun 2 because of licencing as well. There were games like SSX 3 they could get cleared (EA apparently helped a lot on this) but there were genuine cases where "The band split up decades ago and the record label doesn't exist so we don't know who owns the song any more" which create a legal nightmare.

Also, Car manufacturers want licences to be renewed at the same rate as current games so a lot of racing games with real cars were a no go.

Yeah unfortunately cars are always the worst and very weird with licenses. Other than Forza Horizon 1, all Forza and Project Gotham are unsurprisingly missing. I remember Project Gotham 1 and 2 were playable on 360, but I'd guess that'd be impossible nowadays.
They even fixed Final Fantasy XIII by changing FMVs and performance did the rest I think. I think FMVs are still better on PS3 because they are uncompressed, but not by a large margin, not to mention FMV size on HDD is still better. I think other than that it might be superior to PS3 port every way.
