It's easy to doompost about this stuff, but I think there is a contributing factor as to why we don't see as much of this kind of thing these days, that people tend to overlook.

SImple creative exhaustion. We had so many fantastic examples of this kind of thing in games in the 90's and 00's, but every great example is something future artists will struggle to top. A practical truth: there *is* a competitive element to human creativity.

I think the last really incredible examples of utopian cities I can remember came in Final Fantasy XIII and its sequels. The art in those games is incredible, but even by that point I think the evidence of creative exhaustion was there: in the Final Fantasy series and in culture at large.

...But, a downswing in creativity like this is a time when artists introspect and figure out what to create next.

Something to consider too, as games continue to progress and evolve, the settings seem to be selected for facilitating gameplay. Minecraft, Fortnite, Palworld: all recent examples ... their worlds facilitate their creative gameplay: empty wildernesses full of resources to allow players to build their own structures.
This isn't necessarily representative of "a loss of collective optimism" or somesuch, it could just as well be that these are the settings which facilitate the gameplay people currently find most interesting.

The WipEout franchise is the only one I know of that stands on the fine line between utopic and dystopic. You can see the disparities in every racetrack throughout the games - one track could be a clean, sun-baked suburbian landscape or a meteorological facility full of lights and reinforced pro-glass, and the next thing you know you're racing on a different track, or what's left of it, in an abandoned metropolis that's been evacuated during a terrible earthquake that quite literally destroyed the racetrack itself into pieces or a grimy, plague-stricken industrial area devoid of any civilians where the lights are on but nobody's home. All of this is expanded upon in the massive amounts of lore this franchise has, which few people know about since none of it is in the games themselves.

When you actually attempt to make it so you can go anywhere in a big sci-fi city you end up ruining the illusion because it is never as amazing in practice. You still can't go in most of the buildings and it ends up being a big empty nothing. Having a non-open world game that stimulates your imagination is much better. This is just one of the many problems with modern games.
