I actually use Freeroms, Coolroms, and Emuparadise at random. I'm not picky, and sometimes a ROM from one of the three sites for some reason doesn't work (I should note I don't use the highest accuracy emulators, SNES9x lags on my laptop so I have to use ZSNES) but will work on another.

I use DGEmu for roms. You need to make an account and 'earn' downloads, but it really only matters for newer roms because the filesizes of older games are so tiny in comparison. It's a nice site.
