You can move the barrel by jumping...so I never just stood there, I would keep jumping thinking I just had the timing wrong. There is never another point in any of the Sonic games that required this. Fucking this. It's a platformer, a game about JUMPING, and the barrels react to JUMPING ON THEM. Pressing up and down doesn't even make sense in the context of the game world either. What is Sonic doing, moving it with his mind while he's standing on it? I think that's far more retarded than thinking jumping on it repeatedly at timed intervals will give you enough upward momentum to make it high enough. If you couldn't jump while on the barrel, or if jumping didn't have an immediate and drastic effect (the same effect you are in fact looking for in order to pass the barrel) then you would be right. The player would instinctively attempt other things to make the barrel move.

But that is not the case. You need to pass the barrel. 99% of the games problems can be fixed by jumping on them, and the barrel initially tells you the same thing by reacting to you jumping on it in the exact way you need it to in order to progress.

When faced with a problem in Sonic, the player's hierarchy of movement is going to immediately go to jumping (assuming that the game doesn't give the player an initial obvious visual cue to not do so, such as spikes on top of an enemy). The barrel immediately rewards a player for doing this by moving up and down.

This is pretty much the issue right here. Several minutes is a long time in a Sonic game, especially when many players ran the clock out the first time they attempted it. I'd imagine that when players state they got stuck on it, what they mean is it that they failed to figure it out 1-3 times, before finally figuring things out. Have beaten all of the Genesis Sonic games. Literally first time I've ever heard of this barrel issue. Had to go watch the video to even know what people are talking about and still don't get it because the barrel was never a hindrance. As other people stated Sonic only has a few possible actions. omfg i got stuck on this fucking part for days. me and my brother never figured it out. but we were able to find a bug to get around it. about 5 minutes earlier in the level is a bubble powerup. sonic gets the bubble and tails protects him from monsters. using one of those special controllers that rapidly press the button automatically, sonic can use the bubble bounce and bounce through the barrel.

literally about 15 years later i read something about how all you had to do was press up and down on the dpad to move the barrel.

The problem is that jumping wasn't wrong enough. There were people who actually did get past it by jumping. If you jumped on it, it would bounce up and down. If you jumped on it while it was moving down, it would move down some more. All this did was tell the player 'you need to jump at the right time'. If jumping on it didn't do anything, people would try else, but it did something, and it was enough to tell people 'this is the right thing to do'. The worst part is that there was other barrels in the level, and it was easy to get under them by jumping, too.

It actually does work, it just requires a lot of luck and patience.

It's obvious that the barrel bounces farther when you build up momentum, and certainly way more intuitive than "steering" the barrel with the D-pad.
It wasn't that people got 'stuck' on it, it was that we were too young to think "Hey, maybe this bullshit hard difficulty means I'm doing something wrong." At the age of 5, EVERYTHING was bullshit hard difficulty.

In the context of the game, any "solution" that takes more than a few seconds is the wrong solution, so putting two and two together means that jumping to build momentum, which takes several minutes even if you time it right, is the wrong solution. Remembering that up and down did something different in previous zones means that you should, if you had any cognitive function whatsoever, be able to figure out that maybe pressing up and down does something here too, especially since your normal D-pad controls are non-functional when on the barrels.

Stuck here for days as a kid. Because the first time I got to it I tried the momentum thing, took about three minutes but I actually got past the barrel, time ran out right at the end of the stage. The momentum thing never worked again. Eventually held down by accident while jumping, saw that it made the barrel go to the floor, then just held down, it worked, beat the game. Until today I never knew you could "rock" it up & down.

Up in Sonic games means "gaze skyward and shift the camera", Down means "roll into a ball or fellate self". Buttons on a pad are fundamentally arbitrary and we tend to internalise the meaning the game gives them pretty quickly.

I use Bubble shield spazzing to get past it, so I never had much reason to complete this idiocy, I just thought you had to get from the bubble shield TV right after Knuckles cuts the power to this point without losing it, which made sense as the barrel comes right after the end of the water section. There's also a lamppost so you can try the gumball machine if you fucked up and lost it.
