Going through my lists and don't think there is much outside of what you mentioned (+ Zelda MM I guess). Gunnm plays well for a licensed game and bit like an OoT prototype

Soul of the Samurai maybe but it's very clunky and unpolished. Rising Sun could've been great but has primitive controls and plays like an early PS1 game despite its 1999 release

Silent Hill has pretty good melee. Watching Harry whoop the fuck out of monsters with that lead pipe made me pissed every time I went back to RE and the protags never think to grab a better melee weapon than the knife.

I really liked the combat system in Soul Reaver. It was basic but felt nice and polished, combined with the primitive stealth it was fun sneaking up, throwing a spear, or doing that cool impale finishing move. I'd always try and keep the same spear as long as I could.

Got less interesting once you have the titular soul reaver itself, but looking back it still felt pretty ahead of it's time. Really, games like Dynasty Warriors or God of War a generation later were still using that exact same kind of system just with extra combos tacked on.

ocarinas implementation of iframes is bad because it's just the enemy deciding they aren't allowed to be hit yet even though there's no visible changes, it's basically rng for your attacks working in an action game and there's no tell for it. It's a very simple game you can play without understanding a word Japanese. It also isn't a very good game and, while the combat has some depth, it's all for show as none of the encounters are designed for it or require it. It's also frustrating at times and lacks proper targeting

There's a lot of good I can say about Soul Reaver but the combat is an afterthought at best. Out of every possible encounter in the game, about three are mandatory. Most enemies can be ran past, and the incentive to consume souls is gone once you gain the Soul Reaver (which is quite early in the game), especially if you just avoid combat. As a result of the game's unfinished nature, the Glyphs don't also offer a lot. In my last playthrough, I specifically fought every vampire with different methods, and with each Glyph, just to fully maximise the game length. Impaling, burning and having to use the environment to kill vampires is clever, but the thing which leads to that outcome is pretty unpolished.
