Super Mario Bros sold 4 million in 1986, and by 1990 when it's sequel came out it had sold 19 million
Zelda sold 2 million in 1987, and the sequel came out the following year. Had Zelda II never released, could this have been as big as the original Super Mario Bros?

The original had sales of 6.5 million lifetime, the sequel sold 4.4 million. So presumably it would have done up to 12 million. So the answer is no, Zelda was never as popular in Japan as Mario for whatever reason

Even including OoT, Zelda had never been as popular in Japan as it is in North America. Same deal with Metroid. BotW felt extremely Japanese and anime-inspired compared to previous Zelda titles so I’m betting it did better in Japan.

I actually agree with this.
While I definitely remember Zelda from vidya magazines and the section in SMB super show cartoon, the average person wouldn't know know it, while Mario was vox populi.
I still remember around 1997 when I frequented an anime club, there was this girl showing her drawing portfolio and one of her drawings was Link (ALTTP), and she asked if anyone knew who it was, I was the only one who did.
