Super Double Dragon, or preferably the Japanese version Return of Double Dragon. It has an elaborate moveset for a snes beltscroll, including grapples, throws, blocks, counters, charges, input moves, specials.

For me it's Double Dragon Advance. It plays like a fusion of DD1, 2, and Super. The only thing I didn't care for were the janky trap/platforming sections in the later parts. They seem obligatory for every game in the series.
