Not really they stuck 2 64 bit cpu for 128 bit which made things harder,add to that less ram and you get why.
This is how it was the ammount of ram.

It is recorded that 4376 games were released for the PS2, if it had been easier to develop for, then there could easily have been over 10k games for it. We, as the gaming public, were robbed. You can make a shitty game pretty easily for the PS2. You can ignore a lot of the hardware or use it suboptimally. The game will look terrible, but work.

To actually maximise the potential of the hardware you have to juggle a lot of concerns in parallel.
