it just doesn't make sense. in the original the accident happened a couple weeks before the STARS entered the mansion so it makes sense that everything is in working order. a little dusty but fine because people used to live there. but, apparently, the mansion went from perfectly fine living space to abandoned haunted mansion with broken windows, rotted doors, massive spider webs and wilted plants everywhere in those same couple weeks.

Nobody took care of the rest of the house because the one old man that actually lived there with intent to keep it clean had stopped caring as soon as it was built, in the 1960s. It was designed to resemble Spencer's actual family house, but be full of traps for people investigating who didn't belong to umbrella. They had no reason to keep it clean and in the mad search for power from the 70's onward, the reason for it being built mattered a lot less until Wesker thought he could use it to kill the STARS team to keep them from preventing a bioterrorism attack

They had some umbrella workers stay in the guest rooms but most stayed in the guard house, if umbrella says shut up and just work in the lab and leave the rest to disarray as it had been for years, then you do so. Calling it "cut" is a slight exageration. There is no evidence it ever left the concept stage. At least for something like the Doll Room, the name of the room is still present in some prototype versions which is a stronger clue that it existed in the game at one point, but there is no such thing for the graveyard.
