Is there a good portable plug-n-play option these days for emulation on a TV?

Your main issue with these devices is going to be storage. But you can buy one of the Onn Google TV boxes at Walmart for $20 and an OTG cable for $5 and add a USB drive. They'll play everything up to PS1 perfectly and it's easy to pair a Bluetooth controller. Chromecast with Google TV works fine too but it's the exact same SoC and more expensive.

I have a Chromecast with Google TV
It runs a lot of things well with retroarch if you use the less demanding cores, SNES was the one that gave me issues with some games but you can play them still, got Dreamcast running too but the performance was a mixed bag (though i think the retroarch cores for DC aren't that good).
The main issue of it is Android 10/11/whatever being a piece of shit with storage and file browsing, you're blocked of accessing the android folders in case something gets saved there and file browsing for some emulators (like redream or the .emu series) is unavailable, the storage on it is also really small so you better get an usb-c hub and a usb drive/microsd card for everything.
I like using it still but the file browsing and management limitations are really annoying.

That is one of them, personally I just use the $20 stick from Walmart. Once you set up external storage it's great, I have full romsets for all of the Nintendo consoles, Genesis, 32X, and SEGA CD. If you want more power then go for something like Shield TV or just a Series S|X. They can handle Saturn, GameCube, and PS2.
