There isn't one if you're thinking of making a new dungeoncrawler game from scratch, but there are a plenty of both official and fanmade editors for a number of classic dungeoncrawlers out there.

Forgotten Realms: Unlimited Adventures is one of the most popular ones to my knowledge.
Bard's Tale Construction Kit
Wizardry 6-8 have the Cosmic Forge utility
Wizardry 1-5 have some ancient scenario editor(s), good luck finding a working link
and if I recall correctly, Return to Chaos (Dungeon Master remake) allows for making custom scenarios too.

Of course there's Legend of Grimrock too if you want a more modern-looking scenario, but you wouldn't go to /vr/ for that, would you?

Depth can be conveyed without a game being 3D or first person. In pic related the brown jacket guy is obviously walking behind a part of a wooden bridge, yet the game has obvious 2D graphics. In videogame terms, being first person =/= being 3D.

In isometric 3D dungeons, you can MOVE in three dimensions. Left, right, up, down, forward and backwards.

Wizardry, Bard's Tale, Might & Magic, Moraff's World, Eye of the Beholder, Pools of Radiance, Phantasy Star and many more retro RPGs (and some new school ones) use 3D grid based first person dungeons and if you try to describe this type of dungeon as 2D you obviously don't know much about dungeon crawlers and you have no business wanting to design one until you learn what the fuck you're even talking about.

Can you really move up/down in those games, though? You can switch to a completely different level by going "up" or "down" but each dungeon level is laid out on a 2D grid, right, no passages that cross over each other?
