I think the hero in this picture is supposed to be the fist. The character is the artist's idea of some ruffian/villain. The fist represents righteous comeuppance. The hero the fist belongs to does this not for glory, hence why it is unseen. "My" hero is not even necessarily "a" particular hero. It could be the hero in us all. The fist of justice does not belong to any "one" hero. In a way, the invisible hand of the hero is one we can all aspire to. It works to leave an indelible mark on the world while keeping their presence minimal. The hero is anywhere you least expect, waiting to abruptly punch the depraved face of evil scum. Heroes come in all shapes and sizes, and know no creed. Everyone wants a hero. After all, what do people say as they're being helped? My hero.
But it still kinda looks like some annoying door-to-door salesman from Santa Monica got punched in the face for looking like a gaywad.

The Japanese and Western boxes could not be more removed. I'm not sure if there was any fighter in this game, but there was at least action in the Japanese art. The Western art has a magnifying glass as if to say, "where's the action?" Only thing it has in common is a road, and they somehow manage to make it look like a completely different genre. Well done.

Why does this person have to look like a mohawked thug! Couldn't it be someone else, like a suited kung fu practitioner named Steve or even an unassuming skirted Japanese girl named Remy? And that, my friends, is where the true beauty of this work lies. Therein lies the special component of the whole that underpins everything together. You see, it is not the middle class that suffers the most, but the lower class. This man is clearly of the lower class persuasion, putting up the facade of a "tough-guy" exterior just to get by in the world. He is the truest victim of society. Was it not James Fenimore Cooper who once wrote, "Tis hard to live in a world where all look upon you as below them?" Every trail has its end, and every calamity brings its lesson. We see that, quite vividly now. A victim of circumstance and rough upbringing, doing unto others only what he knows, and getting quite an uppance in return. Pitiable.
In other words, he was, indeed, the last of the Mohikans.

As the other anon said earlier, this wasn't the norm, many MS games had more elaborate art. We just remember the really minimal and strange ones.
ALSO, i think in another time it might have worked. Don't forget how Apple built their brand on being extremely minimal with packaging.

One of the very few disadvantages of Tec Toy's Master System evolution is not having a slot for cartridges so I can play all of these beauties with their iconic box arts... still a fine looking console though, Master System deserves a lot more love.

I personally prefer the white and orange Master System from Tec Toy for that reason, it looks so unique, but keeps the slot.

Tec Toy's variants of SEGA consoles are just so awesome to me, these classic consoles in these unique colors and styles.
