It doesn't generate an unsolvable puzzle every time, so obviously it's possible to "tweak" the code to only offer solvable puzzles. A simple way to do this is just build a solver, run it each time a puzzle is generated, and discard it if it's not solvable. I've done this, and I'm sure many other people have.
But the entire idea is just autistic snowflakeism. To start the game you must make a guess. You can lose the game on your first try. Even this can cause meltdowns. So to fully snowflakeproof the game you need to generate the puzzle after the player has selected their first square, define that square as not being a mine, and confirm that the puzzle is solvable from that point. I've done that as well.
All this is relatively easy and requires only minor additions to the code. The original puzzle generation code doesn't need to be touched.

I got into a heated argument with a friend once over whether Minesweeper would automatically make your first click not a bomb or not. Apparently the og version wouldn't and you could just insta-die first click.

I was so mad when I experienced that for my first time in some Sonic Advance minigame with Knuckles minesweeping. He could hit a bomb first turn.

This tracks. I wrote a version that generates a guaranteed solvable map after the first click in the late 90's. I think the client was worried they'd be on the hook for the cost of the emotional support hampsters for kids who couldn't solve the puzzle every time.
