Bass is different. He didn't have any animations at all that would work for being a playable character, plus they were all too large. He was redone from scratch.

It says a lot that most sprite rips simply combine the two games into one mega sheet, I think.
But here's a 8/8Proto/&B combined sheet vs a &B GBA sheet. It's all the same frame counts, though a sprite here or there may have slight differences.
That said, Rock does have less overall frames in &B, when you take into account he has more unique actions available in 8. Swimming, swinging, kicking, etc.

just take as an example Samurai Showdown snes and megadrive,megadrive version has more frames and higher res sprites while the snes is mehh,same can be said of comparing R&F versus megaman 8,R&F doesn't even get close in look to 8 (the gba had more power so it could handle more frames along a similar resolution to snes and ps1)
