1) Double Dragon 2 (NES or rather Famicom version beacuse the famicom version has a Hard difficulty mode with more enemies)
2) Streets Of Rage 2
3) TMNT IV

Honorable mention for Undercover Cops on Arcade, pretty fun.

River City Ransom on NES is shit. There is so much lag and flickering that it's unplayable by anyone with some kind of standard.

The only Final Fight I ever liked was 3 on SNES.

Weapons aren't the issue. A beat-em-up has a focus on fighting lots of enemies at once, typically requiring all enemies to be defeated before the player(s) can move on. Ninja Gaiden is an action platformer. Enemies are more like obstacles that can sometimes be totally avoided with the right amount of skill. It's about getting to the end of the level rather than completely clearing it of opponents.

I always went by what an article of EGM called games like Ninja Gaiden and Devil May Cry, "extreme action". Hack and slash reminds me of games like Gauntlet more than they do with DMC.
