I've always liked run n guns where you could lock your shooting angle while still moving (e.g. shoot left but move right by holding, like in Cybernator. For a long time I thought Contra 3 had this too, but to my surprise it didn't. What games have this function? When did it first appear?

Try Ranger-X for the Genesis/Mega Drive. You don't lock your shooting but instead shoot left with A and shoot right with C. The game is also technically impressive
