I don't know about copying, but Whomp 'Em (NES) does this. It's an action game with Mega Man-style upgrades, one of which is a spear you can stick into walls to make platforms. It's not as good as actual Mega Man games though.

That reminds me that Mega Man 2 lets you make platforms on walls, as I recall, though of course it's not quite like this. And the Gargoyle's Quest games sometimes let you launch projectiles into walls to make temporary handholds (again, not quite the same thing).
