Early 3D games relied on power bars to cushion the novelty of 3D gameplay (and also the potential lack of polish in hit detection, character and camera control etc). The "free health if you go into the water" bit was probably going overboard though

it's quite a bit of an oversight, there's not that much water but there are two levels centered around it. so i think there must have been a last minute change regarding the breathe thing. maybe it was possible to just swim underwater endlessy?

It was a nice mechanic. Water is refreshing. It makes kind of sense to be healed by it, even if you don't necessarily drink it.

Walking around the desert with low health and then finding an oasis was always cool.

Swimming seemed to be either a late addition or else not very well developed in general. There's a couple weird things about swimming in SM64, your health bar doubling as an air meter only scratches the surface.

Takes a while before health starts falleng, and once it does it does so rather quickly. there is a main air timer even if you cannot see it.

Seriously anon if SM64 is even the game you're talking about, you may want to replay it. There's only one meter and even if that wasn't obvious from direct observation, internally there's actually only one variable as well (which isn't actually 0-8, it's a wider value range than that).

There is an internal health counter separate from the visible counter, yes, but being underwater simply drains the internal counter. There is no separate "water timer". Watch the pannenkoek video on it.

As someone who only played Mario 64 for a little while, is this necessary for game completion?
The obvious "fix" to me here would be to have the game remember the Power level when the player enters water, and coming back to the surface would then restore the gauge only up to a maximum of that value (minus any damage taken while underwater, of course).

But since presumably there are sections where Mario has to spend a certain amount of time underwater to progress, you'd be soft-locked if you don't have enough Power to make it through that section and there is no way to restore the gauge. Being able to dunk your head and resurface guarantees players can do these underwater stretches regardless of prior injury.
But, as stated, this is only relevant if Mario lacks other ways to heal. However, even if he can, it still probably involves having to backtrack to restore it, which disrupts the gameplay flow. I'm sure they thought the awkwardness of it was justified by allowing the player to keep moving forward and not wasting their time.

Obviously, they should have just created a separate air gauge in the first place, which would circumvent all of this. Strange decision.
