I played FF2 and KoF 96. The controls leave nothing to be desired, but some of the bosses in FF2 are so fucking cheap you need a special strategy to beat them (like the plane switching against Krauser).

SNKfag here. I'll break it down:
KoF 98/02/XIII if you want the most "FGC" game. also good if you want fast, rushdown-oriented game that doesn't care that much for footsies. finally, also great if you're in it for waifus and cool characters. just don't cry when you get your ass whipped by Mexicans and Koreans on Fightcade.
Garou is second closest to this as "FGC" game. Great graphics, but small roster. It's a pretty easy standard 2D fighter on beginner level, but a rather autistic kind of expert. Also it lacks planes from Fatal Fury.
Real Bout Fatal Fury Special & 2 if you want "real" Fatal Fury with planes. It's a bit simplified compared to other deeper / more complex 2D fighters, so it fits those who just want to chill and not go full on FGC.
Fatal Fury Special, Samurai Shodown 2 and KoF 95 if you want "boomer" fighters (i.e. like SF2—lots of stun, slow, short combos, less accent on supers etc). Those are usually picked by those disappointed with modern fighters. Expect a lot of jank and broken stuff though.
Samurai Shodown V Special is somewhat related but unique. It has only short combos and huge damage and lots of neutral like old fighters; but at the same time it offers tons of depth and unorthodox stuff with it. it's a weird mix of part 'tism, part dumb strong normals that cut off 50% of your life.
Art of Fighting 1-2 are only to be played for laughs. 3 is actually a cool weird ix of 2D fighter and Virtua Fighter mechanics. cool and looks great, but rough around edges.
World Heroes is a meme and no one pretends it was any good.

No they don't. They have exactly the same level of precision that made SFII so famous. Playing SFII and FF2 today made me realize how unfairly popular Capcom's games got. SNK's games were just as good, gameplay-wise.

i liked it but when the cpu ai abuses it it can be v annoying
i use my dip settings and turn the difficulty to the lowest - its a fuckin quarter muncher otherwise

I hated KoF 96 when it came out, especially due to the impact sound when you hit, it felt so flat and unsatisfying; in KoF 95 it sounded like a loud slap, the most satisfying move was the RAIKOOOKEN of Benimaru in 95 when it landed well... in 96 it was meh
