I just bought a ps1 7k
The discs don't spin it only makes a clicking sound and the laser thing moves up and down (only when the lid button is pressed so i know that part works)

Doesnt work on its side or upside down either

Can it be fixed or is it easier to just buy another (they are super cheap here)

Sounds like it needs a new laser. You're looking at $20-$30 (USD) for a chinese replacement, I've found they work about 65% of the time (Ive had some arrive dead) and they arent exactly great at what they do, depending on disc cleanliness it will chug loading cutscenes. Overall I would say just get another, that one can be a donor system for installing Xstation on. I have heard mumblings of a plug and play optical drive replacement in the works that is compatible with PS1, so I would maybe hold onto this dead system if I were you.

Maybe the disc spindle is stuck? If that's the case just remove the plastic spindle (even if you have to break it) and put a replacement.

If games don't work, it doesn't mean the lens is completely dead, it can be recalibrated. On the side you'll find a potentiometer, grab a screwdriver and make a slight adjustment (could be clockwise or counter clockwise) and try the CD again. The usual behavior is the CD spinning slowly while on the white bios and speeds up when it changes to the black PS logo. There are probably youtube tutorials showing the process, look for them to get an idea of how it looks. The Dreamcast can be salvaged doing the same thing by the way.

There is a second potentiometer on the motherboard itself, but you usually don't mess with that one.

Forgot to mention, a good indication of the lens status is to put a music CD. If the music plays fine, the lens is good. If you have skipping, you'll have to replace it.

Try heating it. Sometimes the capacitor that calibrates power feeding into the laser stops working properly and requires some heat for it to work. Ur best bet is turning it on while its inside a box and using a hair dryer on it. If that doesnt work, try microwaving it while it’s turned off for no more than 15 seconds (more than that is likely going to damage it).
a similar issue happened to some PS3s and that was the common fix found on utub

It appears I did write that. Im sorry I meant to install the solderless ODE on the 7k and get another PS1 to run disks off.
