Aside from other games already mentioned, Darkstalkers 3 is fantastic. Waku Waku 7 is also very fun.
I don't play fighting games from Mega Drive or SNES anymore, although back then I played Street Fighter very often (the one with selectable bosses) quite often.

Actual best old fighting game is Samurai Shodown V Special. SamSho VI is a direct improvement and does not have Kusaregedo as a top tier, but it's not exactly 'retro', and VSp is still plenty balanced while also having meaningful variety between characters
Most other older games are some combination of stupid, broken and/or poorly balanced, but they have fun things about them which make them worth checking out
