I'm born in 1986 and I never heard of Twin Peaks until 1995 when they referenced it with Who Shot Mr. Burns' two episode saga. You gotta appreciate that there are tons of Japanese media similar to EarthBound before and after its release, and they aren't influenced by each other but a genre of Japanese surrealism with modernism.
