I've been trying to fix a SNES with no video. When I turn the system on I my CRT gets some kind of signal, so something is coming out of the video generation. I've crossed off the multi-out port from being broken as it visually looks fine, and the cartridge connector seems fine as well.. Now I've just been testing individual chips VCC to ground to see if they get anything. Every chip off the "Solid Color Screen" section got ~5v to ground. Any other extensive testing I should try? I don't have a scope I've just been working with a shitty multimeter.

Here's a crazy thought. Have you tried testing your actual cable? If the numbers are all normal, and the like, then the next likely thing is the actual connector itself is borked. Do note I'm not a console expert, but I do work on electronics and cars and this also applies there. You get people convinced the problem lie with the parts of the car and then it ends up the parts are fine and it's the electrical connection that's given up the ghost.

I verified that both the AV cable and the AC adapter are working. I use them on my other SNESs. I narrowed it down to being the CPU I think. Not sure though.

My 3DS I use to emulate NES/SNES games needs a new charging port and I don't know how to solder.

Soldering is easy. If you need practice go to a thrift store, buy something electronic, and then desolder then resolder it all back on. Make sure you use a multi meter to check for continuity. Something simple thats AV related like a manual RCA switch would be a good start.

It may just work. I bought an untested genesis on ebay and it booted up fine. I thought the video was borked for like a half hour until I realized that I was switched to the wrong input on my TV while I was testing the video and power cables on a known working unit.

Update on this. Still broken.
Does anyone know the reasons why a CPU or any other component on a SNES would just die?
