Nowhere, the whole reason people remember Kuribos Shoe in the first place is because how its limited to one place.

Here's this idea that could had been stretched out across the entire game, yet it sits isolated in this one level, never to be used again.

At first, its baffling. Then, you take into the context of Super Mario Bros 3s entire stage design; Every level is unique and serves up a new idea or twist, and no idea is re-used. You COULD theoretically put Kuribos shoe in another level, but that in itself would ruin its novelty - This is a game built around constantly surprising the player; re-using an idea would simply be giving up on the designers end.

Kuribos Shoe is a macrocosm of Super Mario Bros 3s entire design philosophy.

And yes, SMB3 is better than (your favorite game), thank you for asking.
