Would top down shooters have been a lot bigger back then if twin stick controllers were standard? I can't help but to think there would have been tons of them like with shmups had they been a thing prior to the 3D era.

Didn't the NES and/or SNES Smash TV use two controllers at once to accomplish this? I bet a lot of people just didn't even try it out though. It'd need to be the default in some game, and yeah having a single controller that was actually built for it would help a lot.

If what you said is true I can't imagine many being bothered with such a thing or even knowing about it. I see a lot of modern twin stick top down shooters from indie developers and I am more than certain that in another timeline where consoles like Genesis and SNES had the controllers shipped on launch to support such a thing we would definitely seen way more games like this. I am sure we could have seen them even do some adventure style games in the style. Without the sticks though the genre was too cumbersome for the most part to really work.

SNES Smash TV used the D-pad for movement and the four face buttons for directional shooting. You just had to hold two adjacent buttons for diagonal shooting. It actually worked quite well. Great port of the game.

I believe the NES and maybe Genesis versions had an option to use the D-pads on two controllers at once, but I never played those ones.

It'd be fine to have normal top-down stages like in previous Contra games, but with some rotation. Just, like, normal linear Contra stages, except instead of following a straight path you'd reach curved sections wherein the camera would gradually rotate as you continued walking forward, or whatever. Maybe then the whole map of a stage would need to be knotted into a small rectangular area like an F-Zero course though, in order to fit within hardware limits... It does seem like an awkward thing to accomplish. I'm sure it could have been done well though. The biggest problem with these stages is that they're too simple and bland, not that they use Mode 7. With a more varied landscape, more varied enemies, and some fun location-specific gimmicks here and there (like what you see in the side-view stages), it could have been pretty good.

Maybe the developers just thought that this running-freely-around-a-city thing they attempted would be more fun than it turned out to be, and that it would make up for the lack of polished action setpieces.

A lot of people hate those levels in Contra 3, but I thought they were cool. I thought they were cool then and I still think they're cool now. They had their own bosses and you could even play 2 player split screen. The only thing that is a bit annoying are the bridges on the second one but with careful play you can get past these without any trouble.

They're cool but nothing really happens (outside of the bosses). I'd like to see someone attempt to make more out of the concept, i find it cooler than your typical top-down shooter where you shoot in 8 directions.
Also that's cool it had splitscreen, i wonder if that's why they made it easy though? cant imagine half a screen in that mode

There are many overhead shooters out there though. Now, if you mean mode 7 style overhead shooters, they were definitely underexploited.
One game you should definitely check out is Namco's Assault from 1988, amazing shooter with dual-stick tank controls.

They were cool for the time, but they haven't aged well compared to the side scrolling levels. IIRC there's a GBA version that ditches them and replaces them with levels from the Mega Drive game? I can't remember properly, I need to check.
