Because that character was created during the experimental era of Nintendo characters, the ones from the 2 Paper Mario, Mario & Luigi series, Mario Sunshine and Double Dash.
Since then, only Toadette is still reappearing. Why?

Blue Toad is a character, ever since SMB2. Toadette is also unique, and apparently the only female Toad now that all those characters from the first two Paper Mario and M&L have been scrubbed from existence. I guess they must reproduce with spores or something and Toadette is another Smurfs situation.

SMB2 looks Blue because of the sprite color limitations. Literally the manual of the NES game and accompanying media portrays him as normal toad colors, the remake in All Stars, remake in Advance also have him being normal toad colors, he is meant to be "the main" toad.
I don't know why New SMB wii had a blue toad instead of a regular one, likely so people wouldn't confuse Mario with Toad in multiplayer. Point is blue toad only appeared in 2 games NSMBwii and NSMBU
