There's Panel de Pon, Cotton 100%, Hello Kitty games, Magical Pop'n, Fushigi no Yume no Alice, Harvest Moon GBC (lets you play as a girl), Animal Crossing, Seifuku Densetsu Pretty Fighter, Asuka 120%, Harmful Park, Hanagumi Taisen Columns, and of course Umihara Kawase. Let's also throw in Pocket Fighter and Virtua Fighter Kids, the "cute" versions of their respective series.

I'm leaving out games like Alisia Dragoon, Monster World IV, and Popful Mail where the lead character is obviously depicted as stronger and more fierce, less "girly", as well as games like Advanced VG and SNK Gals Fighters which have girls in them, but aren't exactly for little girls ^^". How did I do?

"Broke steriotypes" just isn't the right way to think of it. Boys who were the main audience just didnt want to play as girls before they hit puberty. It's not that girls were picky but that action men or funny cartoon animals were more engaging. And game devs didnt want to make female protagonists that often.

Your girl games would be on the pc with adventure games. Or your games with rpg parties or multiple playable characters. Chun Lee was the first woman in fighting games. Etc.

I frequented this general electronics store that also had video games, lots of games. Many of them were bootlegs from china, especially for Mega Drive, there were practically no official Sega stuff here, it was all bootleg, even the consoles.
I kept seeing the Sailor Moon box art, and I remember not knowing what to think of it, they looked very weird (probably the first time I saw a shoujo-style anime girl, or an anime girl at all other than Heidi and Lyn Minmay maybe). At this point I didn't know what it was, just a random game, looked too girly for me to even care, but the cover and the sailor scouts stood out to me, clearly.
Fast forward some months, maybe a year, and Sailor Moon starts being aired on TV. Initial reaction: "lol, for girls, stupid", but somehow kept watching, it was entertaining. Kind of hated the main character though, I thought she was actually too whiny and stupid.
I ended up watching the whole thing and becoming a fanatic, the last 2 episodes were incredible, 10/10 (I'm talking season 1, didn't know there was more).
It's around this time when I finally came across the game again, and I got it, and I loved it. Played it religiously, loved the graphics, the music, the levels, everything. In my kid mind, it felt as if I was "destined" to play this game, so to speak. It felt special to me.

Only bad thing is the fan translation has a part early in the game where the characters break the 4th wall and tell you about a guy who died while working on the fan translation. I’ve recently finished the GBA game Petz Vet, which is the English localized name of a title from the popular Himawari Doubutsu Byouin series in Japan. The game is a sequel to the first Himawari Doubutsu Byouin game for GBA, which was unfortunately never localized for North America.

Petz Vet is about being a girl vet living in an idyllic town during her two year internship. While helping animals every day, which is done primarily via minigames, she can also spend free time doing various recreational activity such as hanging out with friends, tennis, bowling, and etc. Depending on how well she does as a vet and who she befriends, it can alter the ending. There are 11 endings.

The pet portraits and the pixel art of the vet hospital are all charming and cute. There are many pets in this game (probably around 60-100), and each new one is exciting to encounter. Given how many pets there are from birds, dogs, cats, hamsters, and more, it is also astounding how each has unique portraits for being healthy or sick. The artwork of the pets is very impressive that I wish I could find the name of the artist!

What makes Petz Vet a great game is the sense of community. Every month, there is a story that involves your coworkers or people of the town you inhabit. These stories are typically very wholesome and enrich the experience. As a consequence, the game resembles traditional Harvest Moon titles except there are more events and unique dialogue. On a typical day, you wake up in your room, walk through town to the clinic, examine two pets, and then go home at night or spend time doing some recreational activity. Interspersed during these days are various stories involving coworkers or friends. It is about a 10-12 hour experience.

When a pet arrives at the clinic, the player is provided a chart of temperature, hunger, happiness, and stress levels, and they are supposed to decide whether the pet requires special treatment or medicine, which then causes a minigame much of the time. However, the game offers no approach in how to best interpret the examination chart; however, given this is a low stress game, there is no drawback based on what diagnosis the player chooses unless a minigame is failed, which decreases skill and wisdom stats. Some of the minigames can be initially difficult, but they typically have one or two tricks that make them easy.

The main issue with Petz Vet is that it can be unintuitive how to raise certain stats to alter the ending. For example, you need a high wisdom for certain endings, and the best way to raise it is by taking your pet for a walk and triggering an Animal Quiz minigame at the park. This is a better way to raise wisdom than relying on the minigames during internship.

I am surprised it never attracted a cult following. I wish other similar titles were translated such Akachan Doubutsuen, which is a part of the same series but set in a wildlife rehabilitative center, and Ohanaya-San Monogatari, which is about taking care of a flower shop but similar. Even though these games force a female protagonist, they do not really feel girly. Rather, they’re more about promoting a positive work and communal culture and raising awareness of animal welfare.

Akogare Girls Collection: Ohanaya-San Monogatari is also another good series but never localized. It's about a girl taking care of a flower shop with social sim aspects. It looks very soulful. While there are a lot of good rom hacks of cute saccharine games, I would still say there are more that were never localized. I prefer the word "saccharine" rather than "girly" because I am a white straight male who likes this kind of stuff a lot. I don't like being called girly.

Little Witching Mischiefs for the PlayStation is a 3D fighting/RPG title published by Bandai. It's a crossover game starring characters like Honey Kisaragi from Cutie Honey and Sally Yumeno from Sally the Witch and more. Being a game featuring all these 60s, 70s and 80s magical girls released in 1999 it's in an odd position as far as marketing but I suppose these are shows that saw frequent re-airing.

Anyway, it's developed by Toys for Bob and the game itself is literally their earlier title, The Unholy War but starring classic magical girls.

The short answer is the lolicon movement.
At the start of the movement (1979) there was no media made for lolicons so they mostly watched anime and read manga starring and made for little girls. Stuff like Himitsu no Akko-chan.
As the movement gained steam they started having media made specifically for them e.g. Lolita Syndrome. But lolicons never really stopped watching girls shows.
Japan has always had some "unique" views about things like age of consent laws so the movement faced less resistance than it would in other places.
Once the barriers were broken down it became profitable to market media to BOTH girls and lolicons. So you end up with shows like Cardcaptor Sakura that are specifically marketed at both demographics.
Girly media in Japan thus has twice the customer base and is comparatively successful as a result.
For a while it looked like something similar might happen in the west with the rise of the brony movement, but that seems to have cooled off.
