I think the gen 3 Pokemon games probably take it, just due to the sheer volume of them. People have done some absurd shit with those games over the past two decades.

Refusing to acknowledge good design in well-regarded romhacks just for the connotation of being unlicensed means you believe the game license is more important than the game itself. I'm fairly certain you don't actually believe that and are being facetious in lieu of actually conversing about game design and how licenses have very little to do with that, likely because it's not a conversation you were that interested in to begin with. I wouldn't even be that surprised if you're putting up a facade and secretly enjoy romhacks, we would have no way of knowing.
