How did other devs react to this game when it came out? It must've been surprising that a relatively small inconspicuous company blew literally everyone the fuck out.

GTA III was "fun" for maybe 5 minutes to me. Once I killed a few people, stole a car and raped a hooker, the novelty wore off and I went back to games with actual gameplay like Devil May Cry.

GTA and the GTA clones had to be the worst trend in gaming. It ushered in two decades worth of AAA studios pumping out open-world sandbox normie schlock. How many times are you going to rampage around a mundane New York/Los Angeles style city with uzis, a stolen car and a mini map lit up with objective markers? Literal mouth-breather game design. Although I do have the bri'ish to thank for XCOM.

I think everybody would agree that GTA3 had a huge impact on game development in some way or another.

The real question for me is whether or not GTA1 and 2 inspired any design trends. Were they influential titles, or only well-known due to aggressive and tasteless marketing?

GTA3 is less than 1GB so it could have run easily in the GC. Theres no official explanation why Rockstar didnt launch the game but theres 2 versions: rockstar saw that the gamecube was flopping and didnt bother making a port, or Nintendo didnt want a +17 rating videogame on their console

That seems hard to believe considering the N64 was the home of FPS games on consoles before the Xbox filled that niche, with Turok and Doom 64 being exclusives. It also got exclusive Resident Evil games, Eternal Darkness was a launch title, Perfect Dark was released months prior, etc. The whole "Nintendo is for kids" meme was just a relic from Sega's advertizing in the 16-bit era.

They really didn't. It was a shitty made game, with horrible controls, bad graphics, lack of polish etc, but it did it first and it did it well enough that with all of it's faults it was so much fucking fun. I got it day one, and didn't like it for the first 30 minutes because it was so janky and I only played good AAA games for the past decade at that point.
