Yes, but that was SoR2's panty shot, which was present in the Japanese and European releases of the game, but removed in the American one.

SoR1's panty shot didn't appear in any of the final releases of the game, only in the beta.

Given that the SMS and GG versions of SoR 1 (and not just BK) Blaze do have her panties showing during some actions, I'm going to be they were a thing in 16-bit for a good while. I can only guess Sega of America wanted it changed, being the fags they were.
