Tifa's limits were actually some of the best the entire game. The only real competition she actually had was Yuffie's bloodfest and doom of the living thanks to conformer doing 100% damage the entire fight with Emerald. Cid and Cloud couldn't use their limits that effectively when fighting Emerald - especially Cid since healing HP with X Potions is required but wasting a turn on MP with a turbo ether just feels bad in that fight since you aren't using materia anyway. Barret's missing score is garbage for Emerald. Cait Sith cheeses emerald with his level 2 limit. I think Vincent is being slept on since the setup for him soloing Emerald isn't that bad (4 hero drinks, poison + elemental + underwater + Chaos (200% defense + 200% magic defense) + this one early game poison item) and his 2nd level limit Death Gigas will solo most bosses easily + he has high magic and deathblow shenanigans immediately.

If Aerith lived she'd prob be the best just due to Fury Brand and highest magic + mp alone. Great Gospel & Planet Protector are cool but ending nearly every boss fight instantly via 4 limit breaks is better. Also she'd absolutely bully Emerald with Fury Brand - even Healing Wind might bully it and just let the other party members focus on damage. There is also the Healing Wind + Cover strat that breaks the entire first disc. HP is an issue but HP Plus is easy to level and she has lots of slots on her weapons.

Tseng is the thing that makes it feel like every writer for FF7 was trying to tell there own story. It's not even a translation thing. It's hard to reconcile the way that Tseng acts during the Sector 7 stuff with the whole "actually he's noble and has been in love with Aeris the whole time" thing.
