This game released after the Playstation 2. The Dualshock had been on the market since 1997. Why didn't it feature true analog movement and camera control?

Because Sony was too dumb to release the PS1 with a stick controller and most games are always developed for the default. Hence why most 3D games simply suck on PS1

There were probably licensing guidelines mentioning that all PlayStation games had to be playable on 1994 digital controller. Only SCEI itself would have the authority to break their own rules to create Ape Escape.

but it does support the analog stick and more than 8 directional movement, it just doesnt have walking or camera control because it they didnt figure it out back then, most early ps2 titles can be played on the d-pad too and half of them dont have camera controls on the right analog either

I think the reasons given above are all more than enough to explain it, it was early in the PS2 generation, developers tried to make everything standard between the DualShock and the original PS1 controller without analog sticks, and camera control wasn't as standard as today... either way everything in Spider-Man 2000 is built with its controls and camera in mind, so the experience has few instances where those things are ever a problem, still an excellent time even today.

then explain why this game can be played like it came out for 7th gen modern military shooter control scheme if you inverted analog sticks?
