The one you posted is very flat in terms of contrast and (lack of) negative space letting your eyes swim over it freely. Like hthe shine on his pauldrons shouldn't be standing out as much as his face.

Where's the fucking bony arms and legs, and the exhaust pipes on the back or big blade structures over the shoulder? Where's all the ridges and spikes, you faglord?
The visual of the gaping mouth with long needle-like teeth, and the large head sloping backwards, obviously draws inspiration from Giger's design (that's what happens when your unique art becomes famous around the world), but it's nowhere close to a 1 to 1, it doesn't even have the extendable mouth inside its mouth, in fact it looks like it might actually have eyes, which the xenomorph does not..
If anything this creature as a whole looks like it's a cyborg one, there's cylinders and bolts on the guy (maybe an implant in the tip of his thick tail?), he appears to have some sort of brownish skin and overall looks like he has a fat and flabby body, as opposed to the very slender and bony one with no skin at all, which the xenomorph exhibits.

If you had looked at some of the covers for other releases of R-Type, such as this Master System one from Japan, I would say, yeah, THIS one is a total xenomorph ripoff, but the cover for the MSX release departs pretty significantly.
