Everything is turned upside down in Termina, something which literally happens when you enter it at the start of the game. In Hyrule there's order on account of the sages and the royal family, but in contrast Termina is in complete disorder. Clock Town's mayor can't decide on whether he should evacuate the town, the Gorons can't get a baby to stop crying, the Deku king has imprisoned a helpless monkey and the denizens of Ikana kingdom are still fighting the same war that destroyed their civilization centuries ago. There seems to be almost no competent authority figures at all. Termina is basically the inverse of the structured nature of Hyrule.

Non-joke answer: Before the downfall timeline was revealed, it became generally theorized that Four Swords Adventures was the retconned lead-in to A Link to the Past, and the Oracle games took place at the end of the timeline. I distinctly recall the theory that Koume and Kotake, because they were not killed in Ocarina of Time's child events, were the ones responsible for Ganon's continued resurrections in that timeline. Because the Oracle games have key details that don't line up with other games like how the Master Sword is found, it was believed to take place at the very end of the timeline. By finally destroying Twinrova in a linked game, the cycle is severed. But Nintendo clearly half-assed how the Oracle and Four Swords games fit into their timeline.

There are VERY strong hints via unused localization text referring to the Master Sword and sages in a grove that this was going to be the case, and Miyamoto infamously "upended the teatable" regarding FSA story details.

Although, upon actually reading the manual and discovering links can pick up a raft,I know I would have found both 4 and 5 easily. At first I was trying to find one to buy, but after reading the manual, something about the phrasing I the way they talked the raft indicated to me it wasn't something you can buy. Then it occurred to me that, since i found out the scepter hidden in a dungeon, there are probably other items in other dungeons. Didn't take me long to find the raft in level 3 after that. I also found a ladder in 4, which I imagine us the item to which you were alluding.
