Chronologically the game which would have been influenced by ST's release would have been Samurai Shodown II.
And it does feel like like the Super Turbo of the SS games. Still has many loyalists today.

The next Fatal Fury game was Fatal Fury 3 which is neglected.

Contrary to what the Internet tells you, there's nowhere near an unified agreement on which KOF is the best, most fun or the quintessential game of the series. China loves 97, brazil loves 2002, it's only really california that puts 98 in a pedestal. Also KOF doesn't really vary much between releases so to varying degrees, all the ones without strikers or tag team mechanics are the sf2 turbo of the series.

KOF'98 isn't necessarily SNK's Alpha 3. That being said, SNK's ST equivalent would either be Samsho 2, Fatal Fury Special, AOF2 or KOF'95.
