It's really hard to tell which one of them is better. Bowser is like a kids-only version of Shao Kahn + Godzilla, and he is raping kidnapped princesses whenever he gets it up. Meanwhile Robotniks main goal is to destroy all furries and use them as biofuel for his army of terminators while also building death stars.

He actively seeks ultimate power, and in many games you have to stop him from being a civilization-ending threat. It's just that he usually has his plan get out of control, and then he has to team up with Sonic to fight some ultimate badass.

Bowser supporters always try their best to make it look like a close fight, at least. Both of them can be and have been really cool and really pathetic. You can polish them both forever and shit on both forever. It really comes down to personal taste in the end. I love both and could never choose, personally.

He's a rotund caricature of Theodore Roosevelt who builds colorful, cartoony robots that use cuddly animals as batteries. The way he powers his robots has something of an edge to it, but the animals are rescued by Sonic and aren't dwelt on as traumatized or hurt by the experience.
