Most likely the issue is a cold solder joint or a broken trace. Worst case scenario the save chip is completely dead but you can still replace it. My Wario Land 4 wouldn't boot past the intial Game Boy screen and a reflow fixed it.

You know both Nintendo machines of that time had dogshit puke sound compared to competitors and they didn't give a fuck because they were designed for little children and not teens. These three patches applied to a Wii U Virtual Console rip of the game with the unlocked e-Reader levels is the definitive version.
