I remember playing a NES dungeon crawler at a friends house where you build a party and among the characters you could choose were a werewolf and a lizardman. I just went through a bunch of nes crawlers and couldnt find it

There is no such NES title. Or Famicom title as far as I can tell. I can't think of any NES game where you can play as a lizardman, and the only game I can think of that even involves a werewolf is Werewolf:The Last Warrior. It was either another console or a computer.

No, I don't think you understand. Here are the NES games where you can "make a party", as in picking characters rather than being stuck with whatever the game gives you. Not counting Dragon Quest/Warrior 2 since the two characters you add to your party are premade and can't be customized in any way, and Final Fantasy 2 since it's just grinding for stats with no set classes or anything. I went ahead and counted some games that aren't even RPGs.
Ultima III - You can pick classes.
The Bard's Tale - You can pick classes.
AD&D:Pool of Radiance - You can pick from 6 races, human, elf, dwarf, gnome, halfling, and half-elf.
Dragon Quest/Warrior III - You can pick classes.
Final Fantasy - You can pick classes.
Gauntlet and Gauntlet 2 - You can pick classes.
Final Fantasy 3 - You can pick jobs.
Maniac Mansion - You pick 2 kids to join Dave out of the 6.
Might & Magic 1 - You can pick from 5 races, human, elf, half-orc, gnome or dwarf.
Star Trek: 25th Anniversary - You can pick who travels down to the planet with you IIRC.
Swords & Serpents - You can pick classes.
Ultima IV and V - You can pick which companions(classes) join you.
Wizardry 1 and 2 - You can pick from 5 races, humans, elves, dwarves, gnomes, hobbits.
Only 4 of those games even let you pick something other than a human(not counting Star Trek), and they are all PC ports. The rest don't even bother with different races and just let you choose classes.

At least in SaGa / Final Fantasy Legend on the GB you can build a starting party using Werewolves and Lizardmen, but it's top down and would have to been played on a snes gameboy adapter.
