I hate this term "aesthetic" but are there any retro games with that kind of night city neo michael mann type feel? or modern retro inspired?

Fake retro magenta and blue neon barely ever existed in the past, it is a modern fad tied to retrowave hipster shit. Neon in general was far more rare in the 80s.

The only reason there was a lot of neon in miami vice is because they were vice officers working at night around nightclubs, and these were neon lit for decades. The palm trees are there because it is fucking miami. It wasn’t a specially crafted aesthetic.

Driver 1 and 2 looks a lot like Mann's earlier films like Thief. Driving through the city at night with street and car lights reflecting off the road. Mann used to have a water truck on set all the time to spray down the roads to create this effect.

The best part is the thing people obsess over the most is this neon sign from the pilot episode:
https://m.youtube.com/watch?v=-aMCzRj3Syg

It was a random 1950s diner neon sign prop they had lying around. It just happened to be part of a memorable scene from the pilot episode that stuck with younger people into culture. They mistakenly associated the 50s neon sign as something that defined the 80s.

The "laser gridlines on black going into the horizon" look certainly existed in the 80s, but it was always used for things that tried to look futuristic. It was common in ads for things like sci-fi toys, electronics, audio equipment, etc. This is completely divorced from the more contemporary aesthetic seen in Miami Vice, which I guess is more New Wave than anything. The palm trees and blue/pink gradients is a modern invention by dolts who think everything from the 80s and 90s looked the same.

Palm trees were fucking everywhere in the 80s and early 90's fashion my dude
Also the pink/blue gradient sunsets and the neon were nostalgia.
Like I said the 1980s saw a huge wave of 1950s nostalgia just like we saw a huge wave of 1980s nostalgia in the 2010's

>I hate this term "aesthetic"
Why? Half the time people are using it incorrectly, anyway. It doesn't mean "good looking." It describes the part of the author that's left in a work of art.
