I still dont know how youre supposed to reliably do it. Usually you can jsut take them out from below, and it worked for me through the whole game. But then you get to W8, and suddenly theyre jumping down from the top platform right on your head, or standing right in the way on the same level as you before you even get on screen, or knicking your baby toe from the second layer if you try going over them. Ive tried reliably timing their placement since I kept dying on 8-3(or was it 2?) and theyd always seem to be on the same elevation as me unless I either ran through everything before hand or waited somewhere of an arbitrary amount of time. Theyre PROBABLY not on a global timer but I swear its still bullshit

If you stand on the block directly in front of him and then wait for him to jump, you can run underneath him before he lands. Once you get to 8-3 you better have a fire flower though, because a few of them are standing one after another at one point and that shit is much harder to pull off with more than one of them around. The real strat is to keep Mario strapped with a fire flower the entire game because koopas are pure evil. Their existence is an affront to God and they deserve instant death.
