I dunno about best but I'm partial to Super Castlevania IV. CV in general has great spritework but IV is like watching at beautiful paintings every time I play it.
Also love the Darkstalkers games. CPS2 games in general are beautiful.

i don't think humanity forgot how to draw. skills specific to pixel art like dithering and sub-pixel animation are still known about among pixel artists. i can see knowledge pertaining to working around hardware limitations being lost though

No other 2D game looks as good as SOTN, even though it has quite a few reused enemies from previous games, the spritework in general is still unparallaled, especially Alucard's fluid animations. It's a timeless visual masterpiece on every level.

Don't call it "sprite work" if you're going to include any and all pixel art because it makes you sound like a dumbo who doesn't know what a sprite is, just call it "pixel art" like the Japanese do with their dots.

Make smart and efficient usage of different sprite sizes on SNES as well as optimized spacing of all the sprites in the ROM = good sprite work, but that has nothing to do with how good it looks.
