if you're referring to basilisk, you shouldn't need that file to run the program (I didn't, at least). just click OK and it should run fine. if you're still having trouble, find cdenable.sys in your basilisk's "CD-ROM Drivers" folder and place it in C:\Windows\SysWOW64\drivers. it won't actually function, but it gets rid of the error.

if you're talking about dosbox, I have no idea, considering cdenable.sys isn't even a component for dosbox as far as I know.
