They are お化け, which has somewhat of a different nuance than both 幽霊 and the Western idea of ghosts, お化け typically wear sheets over their body because their true appearance is so off-putting they feel the need to hide it, and sometimes they're shown as only being a pair of eyes under the sheet

I find it interesting that Japanese artists still tend to pretty split on whether the "ghosts" are wearing sheets or if they're just blob monsters.
