The crash of 1983 was exclusively for home consoles and their games in the US. That market crashed entirely, nobody trusted home consoles or their games anymore and they were only comfortable spending quarters at arcades until Mario and all the cool accessories of the NES made Americans realize home consoles were still able to give a great experience.
