How do I emulate handheld games on a monitor without making them look like pixelated messes? I've tried XBRZ and HQ4X but they give a weird oil panting look that I dislike

With consoles, a CRT/Composite filter would do the job you're asking. With a handheld, fucking deal with it, the actual fucking console is pixelated cause its a damn pixel grid. Play some fucking PS1/2 if you hate pixels that much.

There are some handheld filters for retroarch and in the Genplus GX core you can turn on ghosting to make it look as bad as a real Game Gear.
All you're doing is making it look like the same kind screen you're already playing on but way shittier. If you've got one of the really old lcd monitors from back when nobody liked them they can add some of the "soul" you're looking for.

If you're playing them on a monitor then CRT filters on handheld games aren't a bad idea. Many handheld games reuse assets from console games or were even multiplat so the properties of a CRT will improve them just the same.
