On a related note, the bits of characterization that many NPCs have in OoT is simultaneously intriguing and frustrating. Just enough to give them some kind of unique personality, but not enough to give away what their deal is. I remember wanting to get to know them better.

Dialogue in Nintendo games has been toned down in general. Everything has to be insanely family-friendly to the point where there's nothing of substance left.
The best other example I can think of has to be the Animal Crossing franchise. Villagers used to have actual personalities and could be quite dickish too.
