They didn't have to "explain" it really; the international release was obviously committee'd to 1) Increase difficulty for rental-unfriendliness 2) Boost the game's appearance of freshness for magazine/promo screenshots. The latter involved changing the palettes of the returning characters to differentiate them from the second game as much as possible. Ironically the sprites were actually 100% redone between BKII and BKIII so the old Capcom-style palette shenanigans weren't really that important, but Sega probably thought consumers would need a little help to notice.
