Probably no time soon. Anon is right that it's more of a cost issue than anything else. They apparently considered it before they landed on Mega Drive Mini 2 but here's a quote

Also the pandemic they say caused an issue for that too, but cost of chipset and such to make it actually good definitely was the biggest factor.

Not even being a dick, I honestly just don't think the library supports a mini release, especially if there's issues with Panzer Dragoon Saga since that would be one of the games people would actually get excited about

I love the Sega Saturn, but this is a valid point. The Saturn was famed for it's arcade ports, but nowadays they'd be better off emulating the actual arcade games instead of the inferior Saturn games.
And while Saturn still has a bunch of exclusives that are worth playing, they're all for turbo nerd autists like me. They're going to struggle to get the average casual to be interested in trying Burning Rangers, Panzer Dragoon, Shining Force III, Dragon Force, Psychic Killer Taromaru and Sonic R.

I think PDS actually would attract non-Saturn aficionados since it's sort of a legendary lost title that never got ported to anything. But as for the rest.....yeah. Not necessarily bad games, but if that's the best list you could come up with as a self-confessed Saturn autist then it just kinda proves that there's not much there. If you can't even come up with three or four well known titles before delving into the more obscure stuff then the selection is thin

There are really no chipsets available on the market right now that would be inexpensive enough for a Saturn Mini. Sega Saturn emulation on a Raspberry Pi 4 still seems to have a lot of performance issues in some games, as well as graphical bugs. Sega Dreamcast mini actually seems more tangible to me. The hardware is less convoluted. here's a video of Redream running on a Raspberry Pi 4 from 2019:

The latest versions of ReDream has a lot of improvements too. Though, Sega would probably get M2 to build a Dreamcast emulator from scratch, and would have to find a suitable chipset.

It makes me wonder if some Sega could do some sort of mix of FPGA and emulation? I almost think that Saturn going the FPGA route might make more sense. Even though it could still be costly.

Those games are super expensive though, I think a lot of retro gamers have never checked out the Saturn because of the prohibitive prices for all the big games. If you have all those in a box that costs $60 yeah a lot of people would check it out

This I would love. Fuck mini consoles, I just want ports to hardware that's not obsolete again within 6 months.
I wish Sega ported all the stuff they released on the Astro City Mini for example. I know I can pirate it, but it would be nice to have stuff like Revenge of Death Adder and Virtua Fighter available to actually buy and play via Steam/GOG.

It was more like: Saturn's were harder to find at retail. Less retailers stocked them than the Sony Playstation or N64. Secondly, the Saturn just cost more than either of those two systems. Because of the hardware internals, Sega couldn't really do much to reduce the manufacturing costs. They couldn't really drop the price of the Saturn down to the same price as the PS1. Instead, Sega had to compensate by packaging more games with the system. I had a Saturn and this bundle back in the day:

But finding places that sold games for it, was a challenge. The Saturn's can be quite costly in the retro market. There would be a market for a Saturn Mini. It does have enough unique games to make it worthwhile. But it probably would be sold in lower quantities. I doubt they would produce as many units as Sony did with the PS1 mini.

Literally just buy an actual Saturn. You don't even need an ODR if you're a casual - A console, PSK cart, and a stack of CDRs can be had for like $160 and give you access to every game on the system played on native hardware.

Yeah, these types of cases for various SBC's have been around for a while. Here's a video from September 2021 showing the Sega Saturn performance of a stock Raspberry Pi:

As you can see, the first Panzer Dragoon struggles to run at full speed. Though maybe a Raspberry Pi 400 could handle Saturn emulation better, because it is clocked higher at 1.8ghz, but could be overclocked to 2.2GHz. There are some pricier single board computers out there that could do Saturn emulation. But yeah, they are probably not wrong when they say that it would cost about the price of a new console, if they wanted to do Saturn emulation right.
