Not on N64. It did get a PSX release though, and magazines besides Nintendo Power got to try the N64 port before it didn't happen. The UK's Official Nintendo magazine started a preview article with "Move over Mario and back off Banjo. Ruff 'n' Tumble are going to give every superhero nightmares as 40 Winks comes to life." as a means of hype, but since the N64 port was cancelled the PSX's version box was not going to turn down a chance to use the phrase "Move over Mario..." as an big ticket advertising blurb, even though it was for a preview of an unfinished game, not a review of a finished one.

Nowadays, "Move over Mario..." is as laughable of a pointless marketing blurb as any time PSX magazine called Dark Cloud "the Zelda Killer".

This is why I find the effort the magazine made in those previous issues to hide away all the japanese text in the comics so funny-- Nintendo Power has never been shy about Pokemon being a Japanese game from Japan, but for whatever reason the comics feel like they had the the 4Kids mandate of "NOPE, THIS WAS MADE IN AMERICA IT IS A CARTOON FOR AMERICAN KIDS WE MADE THIS NOT JAPAN".

There's a reason Kabuto isn't talked about much. Its gimmick is that you're forced to choose between two fossils early in the game, without knowing what either of them do, then you can never get the other without trading. So a player is basically locked into either one Kabuto or one Omanyte (although you can also earn them in Pokemon Stadium). When you finally do turn the fossil into Kabuto, assuming you picked the right one, it's VERY late in the game and is kind of a pain to raise (especially in the remakes and Japanese version, where you get them at fucking level 5). Plus, Kabutops is kind of shit for a few gameplay reasons, like being a rock type that doesn't learn any rock moves in gen 1.

But due to the fossil gimmick, he's kind of restricted. Later games usually only let you get older fossils in post-game. Fossil Pokemon have a gimmick in the TCG that make them extremely hard to use for little payoff (I did run a pretty effective anti-meta deck using Kabutops in gen 2, though). It doesn't appear in the anime often because it's extinct, so they have to go way out of their way to work it into the show.

Pair that with kind of a basic design and Kabuto is only really remembered for being annoying to get. Kabutops does have some fans, though.
